This stupid SUV owner

Today, for the 3rd time in 3 months, someone parked in my assigned spot. And all of these times, the car gets removed JUST before the security patrol shows up. It is hugely annoying.. so much so that it should be made legal to vandalize a car that is repeatedly parked in violation.
